"This is a serious blow to the Scottish Government and an embarrassment for the Transport Minister.

"For some time now questions have been asked about the SNP's ferries policy. The unfair and partisan use of Road Equivalent Tariff, for example, showed preference given to routes on the west coast with the Northern Isles excluded entirely.

"More recently, concerns have arisen regarding the detail of the contract signed by Keith Brown with Serco Northlink. This has led to cuts in sailings on the Pentland Firth route and arrangements over the recent re-fit period that fell far short of what was promised.

"This SNP government has a habit of setting up ministerial working groups. Professor Kay's resignation has exposed the truth that these are often more about providing cover rather than advice."
