Commenting as Education Secretary Michael Russell today launched a consultation on the Report of the Commission of the Delivery of Rural Education, Scottish Liberal Democrat education spokesperson Liam McArthur MSP said:

His earlier assertions about what the legislation says saw his government taken to court and defeated. And it is clear that councils across Scotland remain deeply concerned about Mr Russell's centralising agenda and what that could mean for local decision making.

"This consultation now confirms the Minister's plans for a separate referral mechanism. Mr Russell wants to retain the right to call in council decisions, but leave the referral body to determine if those decisions are justified. In other words, Mr Russell would like to play to the gallery while leaving others to carry the can."
