Commenting as the Scottish Parliament debate Scotland's borrowing powers, Scottish Liberal Democrat Leader Willie Rennie MSP said:

"The SNP have diverted a quarter of a billion pounds away from investment in Scotland's infrastructure into other areas of Government.

"So even though he demands more borrowing for infrastructure, John Swinney is actually diverting money away from Scottish infrastructure.

"I am not sure this adds up.

"I am sure we will not have to wait long to hear SNP members change the blame-game on why their local project is delayed because money for infrastructure was diverted away to other budgets.

"No more will they be able to blame anyone else or anything else."
